It is up to the seller to pursue RM not the buyer. Open a paypal dispute Item not as described. Then escalate the claim immediately as the seller is not playing ball. Paypal will then get you to return the item tracked. You will then get refunded the original cost and original postage (not return postage). So money wise you will be better off.
When this is sorted leave appropriate feedback and DSRs0 -
