Paypal has limited my account. What to do?

I logged into my Paypal account today to see it was restricted - Paypal were asking me to enter in tracking information for parcels I have posted (it is holding the money for these until positive feedback has been received). I entered in the ones that were sent with tracking, however many of them were sent through ordinary Royal Mail as they were of low value. I rang an agent to explain this to them.
Then I get a second e-mail explaining that my account has been limited ie. I can no longer send or receive payments through that account, and to lift this I need to provide invoices. As in, invoices for the items I have sold to prove that I actually purchased them. I am selling off my second-hand goods so of course I do not have these. I rang an agent who told me to give her the eBay item numbers (which I did) but some of these were private sales on a hobby-related forum I go on - and surely Paypal would realise that these items were sold through eBay?
Now I have an account I can't use, and no idea why. What can I do?

Other information:
On the phone they told me my card wasn't verified (it is) and that I needed to add a bank account (I have done, but I have the wrong account type to set up the bank funding deposits - I told them this and they said 'Well, you will need a different account, then'. I don't HAVE a different account.)
- There's £150 pending, that they said would be released once positive feedback is left on my eBay account. In the meantime, though, I can't use my account to pay for anything, not even with my card!0 -
I'm not clear on exactly what type of restriction you have on your account, it sounds like Possibly
two separate types of limitation at the same time.
Limitation 1 = 21 day rule limitation, nothing to worry about, your money will be released when the buyer leaves feedback or 21 days passes.
However, it sounds as though paypal have also limited your account for "suspicious activity" possibly due to the other off ebay transactions. paypal are requesting invoices which you don't have, so you need to phone paypal again explain why you don't have them (they are personal belongings) and request another form of proof be accepted i.e. proof of postage.
i have done this in the past and paypal accepted but took 3 weeks to release my funds.

Hi Cyril - the only proof of postage I have is the Post Office receipt.0

Paypal annoyed me the other week, I got £70 for my ipod, and put £6.50 for postage. Paypal held the funds until positive feedback was given , so I was posting for free and if he gave negative feedback Im £76 down/Ipod.0

OK, I got a new e-mail today saying I need to restore access on a previous account to get this one back. I started the new one because Paypal froze my old one - they restricted access because of a dispute, which meant I wasn't actually able to refund the buyer who opened the dispute through Paypal! I have sent them proof that the refund was made (I got a friend to send it to them with their account) and have contacted the buyer who says she will let Paypal know - I hope that this will be enough, it seems strange that she couldn't close the dispute herself.
I now need to restore a negative £21 balance on my old account - is the only way to do this sending a cheque to Paypal or can I do it on the phone?0 -
grrrrrrr i really hate paypal they are the most annoying company i have ever dealt with in my life, they have just held my funds £80 and have restricted my account i cannot pay for items out of this account, first they said it was because of suspicious activity whatever that means then they decided to id check me even though i've already done this and now they are saying they can hold my money for upto 180 days this is disgusting i have done nothing wrong, they are asking for tracking on the last 5 items i have sold which were inexpensive items so they were posted by first class without tracking i do have the postal receipt but this does not provide tracking. What can i do? the items were sent over 3 weeks ago and there are no open disputes so why is paypal doing this?0

Suspicious activity could mean they think someone had hacked your account. (If they had and paypal hadn't frozen it you would be ranting about that now). What you need to do is phone them up and speak to them explain about the tracking etc. Get the name of the person that you speak to and send an email confirming what they say afterwards. Ask them to provide you with details of this suspicious activity? If they are unable to do this you need to inform them in writing that they should unfreeze your account. See what there response is. With paypal sometimes you just need to make a fuss to get them to react
