    Thats because aircanada would have touched down on canadian soil, la guardia only serves domestic and canadian flights.

    So does everybody from Canada have to go through immigration at LGA or is there pre-clearance in Toronto or Montreal?

    Anyone flying from any major Canadian airport to the USA goes through US immigration and customs before departure.

    Arrival in the USA is effectively a domestic flight.
