    Well that's the difference :)

    Your bills are based on the meter readings you have given.

    The OP was giving meter readings, but was aware they were being billed based on differing meter readings. That is when I would struggle to comprehend that a customer wouldn't then claculate the amount they had actually consumed and compared it with what they were billed.
