Ebay and cat scratcher post

I needed a new cat post so looked on Ebay and found one advertised and bought it. It was described as 'Heavyweight' which it isn't! Plus it is faulty, it won't even screw into the base.
Under the distant sellings policy could I get the seller to replace it?
Have looked at items on the matter in Ebay but doesn't seem to be clear.
First time I've run into problems using Ebay.

Ebay is always a risk. You can contact the seller and tell them, if they refuse to do anything, then maybe try raising a case with PayPal.

Contact the seller and let them know there's a problem, and ask for a replacement. They may ask you to return the faulty one (recorded delivery), but as the product is faulty, then a decent seller will refund you the return postage.
If they won't respond or help you, open an ebay dispute for item significantly not as described (SNAD), then ebay will ask you to return it with tracking. You will then get a refund, and if the seller won't pay return postage, I suggest leaving negative feedback to reflect this.Should've = Should HAVE (not 'of')
