BT Problem!

Hi All,
My Girlfriend was having problems with receiving phone calls on her land line, however she could dial out no problems. After some tests BT decided to send out an engineer and he arrived today and replaced the wall socket. He then filled in a worksheet and handed it to her, on it said there might be a £125 charge. The engineer himself said he isn’t sure if she has to pay this money and that it is up to the customer services to decide.
So I was wondering would she have to pay for this? From my understanding (I work in IT and deal with BT a lot) BT terminate their line in her house so technically it is their equipment, and obviously anything pass that is then her responsibility.
Any help would be appreciated. Sorry I don’t have all the details only what she has told me in an email. If you need any more info please let me know!!

This following statement (or similar) should have been advised and consent given that you or your partner agree to this
"Normally you won’t have to pay a charge if we have to repair a fault that is caused by general wear and tear of the BT network - which includes all equipment and wiring up to and including the main telephone socket in your property.
If the fault is found to be on any equipment or wiring after the main socket, or we find that the fault has been caused by damage to any part of the BT network located within the boundaries of your property then a charge of £125 including VAT will be applied to your next bill.
The charge may also be applied if the engineer deems your service to be fault free and the visit unnecessary."
you should have been advised how to check the equipment, if you feel the charge has been raised in error (the eng raises the charge and the phone company bills the customer) then ring 151 and dispute the charge
