Tosh!!!you put it up horizonatally if your going to put wallpaper on top.
Lining paper measures 22" across, and finish wallpaper measure 20.5" across, therefore at some time in your papering the chances are that if you hanged it vertical, the finish paper but join would land on top of the lining paper butt join.
If its a plain finish then you can measure it so this doesnt happen, but if its a pattern paper it will, this is why they hang it horiziontal.
There is no difference to the finish if painted what you hang it, the finish depends on how good your decorator is.;)0
