PayPal Currency Conversion Options

Hi peeps,
Digging around PayPal I found this screen for credit card funding options.

It looks like for CC transactions PayPal currently charge 3.4% + £0.20 domestic and 3.9% + £0.20 cross-border and they say they use "Interbank" exchange rates.
What are peoples thoughts on which option is likely to yield a better conversion rate and when do they apply?
