Halifax financial Hardship claim

Hi,
To cut a very long story short...6 weeks ago i wrote to the bank ( using templates from here, thank you!) to claim my bank charges back under the finanical hardship cases, I am disabled and my only income comes from DSS without this i wouldn't survive.
I got the first letter back within 2 weeks asking me to fill in a income form which i done over a month ago, sent it back and i've been annoying them with phone calls ever since.
I have a couple of problems.. first off i have by the skin of my teeth managed to stay out of priority debt however i do have an overdraft which is over it's amount , a catalogue to pay and various other debts that need paying but are not priority, will that affect wither they see me as in finincial hardship or not?
And secondly..everytime i have rung they have said they deal with cases as and when they come and basically i'll have to wait for a decision and they can't give me a timescale, is this correct?
Anyone else had any dealings with the Halifax , how long did it take?

My gut feeling says no on priority debts but it then brings up the question of whether there are charges on non priority debts, ie credit card, catalogues that could be reclaimed?0
