PCN Charge with scribbles

I wonder if someone can give me some advice with regards to a PCN that i recieved recently. I have made an appeal on the basis that I did have a valid ticket (which I have sent to them) but which had blown over and thus was not visible to the inspector.

Firstly is this likely to be accepted (I have also scanned to original pay and display ticket just in case it were to get lost somewhere)?

Secondly The actual PCN has "Observed From: 12:13 to 12:14" with the 12:13 crossed out in pen and 1209 written in its place. Does this invalidate the PCN?

    Who is it from? Private company? Council?

    I wonder if Rochfords rules state they must observe for 5 mins, he did a typo hence the cross out. Might be worth a check.

    Anyone else able to offer any advice on this? I would have thought that crossing out the device printed times and putting your own on would have invalidated the PCN?

    AFAIK there are no rules regarding allowing an observation time so thats why I thought it worth checking if Rochfords DO allow 5 mins and the ceo forgot you could have an appeal route.

    Well I have just heard back from them and thankfully they have cancelled the PCN on the basis that I had purchased a valid ticket (they were able to map the ticket number to the picture that the CEO had taken) so all worked out well in the end :)
