Halifax overdrawn charge

I had £35 taken yesterday from my account for a paypal transaction being refused..and another charge to come out next Monday..

The reason being, for my paypal account, i ahve my Halifax account as main source of payment and if they isnt enough in there then I have a MBNA credit card as a back up payment..In the time of the paypal transaction yaking place MBNA contacted me and told me my card had been scammed and to cut it up immediately, which I did and they sent me a new one, so my bank has charged £70 for two payments...

I cant find anything that says £35 is an acceptable amount for returning a payment.
Can I claim the money from MBNA as it wasnt my fault my card was scammed, I didnt even know til they phoned me?
