Sounds like your service provider's DNS servers are on the blink. What happens if you type 207.46.19.254 into the browser's address bar?0

Try This
Go to Start > Control Panel > Windows Firewall. From there, select to Change Settings and turn it offPeter: Hey Lois... what's this word? Lois: Evil. Peter: And this one? Lois: Knievel. Peter: And this one? Lois: Was. Peter: And this one? Lois: Born. Peter: And this one? Lois: In.

Hmm... open up a command prompt (Start→All Programs→Accessories) and type the following:
ipconfig /flushdns

> Obtain Ip Addresses Automatically

The answer is (more than likely) that you will need to reset your URL Monitor. The URL, which stands for "Universal Resource Locator" -- or more affectionately known as a "web link", is monitored by the Operating System (Windows).
If the "URL Monitor mechanism" is broken, then the resulting link will not open properly.
To resolve the issue:
Click Start -> Run, then type in the following commands and press 'Enter' after each one:- Regsvr32 /i URLMON.DLL
- Regsvr32 actxprxy.dll
- Regsvr32 shdocvw.dll
