Music Notation/Writing Software?

Can anyone point me in the direction of a good and free and/or cheap program for writing music? (A Sibelius type of program)

This used to be free but from the 2009 version it's 10 dollars to download. http://www.finalemusic.com/NotePad/

But the last free 2008 version can still be downloaded
