ARAMEX Courier Problem

I recently had a very important document couriered to me from an overseas address via Aramex; I needed to have the item ASAP, at least by 12pm on the 4th of August, 2009. The item was received at the London office on the 31st but somehow (due to some unexplained reason when I called them this morning!) it was "derouted" (agent on the phone said that this means it was sent in the wrong truck). As it stands now, they cannot guarantee that I will receive this item before 12pm tomorrow.
Although I do not want to go into details here, I must add that this document is CRUCIAL and it';s not being delivered will be affecting me and my family in a seriously adverse manner.
I am, therefore, considering filing an official complaint with the Aramex receiving office at London.
Does anyone know how I would proceed if I want to escalate this? Basically, what I would like to know if...who oversees these courier companies? Is there a responsible authority or government body that I can make a complaint to?

ANy help, thoughts or opinions in this matter would be greatly appreciated since Aramex's mistake is potentially going to cost me at least £750 plus a lot of mental stress!

    What service did you use?
    Surely it will be in the conditions as to what will happen if they fail to deliver it on time.

    Deferred Document Express is what the trackign information states. I suppose I should mention that the document was originally dispatched from India via a local courier company, which obviously has a tie-up with Aramex for items sent to the UK.

    I couldn't find any T&C's pertaining to this particular item.

    If you really are concerned, could you not contact the company who sent it to you and ask them to be prepared to fax/email it to you if needs be?
