pcn through post

on 22 July 2009 I borrowed my wifes car and parked up and pay and display in Camden. I got back to the car 5 minutes late where upon i was met by a CEO, I apologized and said I was going and got in my car, as doing so, he said I couldn't and went to the front passenger side to record tax disc detail, by this time i had started the car, he then moved out of the way and I drove off. My has now got one of these PCNS through the post which. also acts as Notice To Owner. It states ' this penalty charge notice has been served by post because a civil enforcement officer had begun to prepare a penalty charge notice for service but the vehicle was driven away from the place in which it was stationery before the civil enforcement officer had finished preparing the penalty charge notice or had served it by fixing it to the vehicle, or giving it to the person appearing to him to be in charge of the vehicle. This PCN also acts as the Notice To Owner.

Attached to this Pcn was a photo of the pay and display sign stating times.

It then goes into about paying 50% in 14 days etc etc

The facts before the PCN arrived was:

1) He had started to commence taking details when I was already in the car and when i initially apologized and said I was going, he said I couldn't go and did so by standing in front of the car taking tax disc details.

) Why bother sending photo of what it says on the sign? this could be done anytime and I know 100% they don't have any photo of the said vehicle committing the said offence.

Can I request for photo of my wifes car committing the offence and use this as a case to appeal? would any of the above details be usable to fight this PCN? or is it a case of pay up?

Any answers would be most helpful before I make my decision
