The post does make sense, but in the wrong location. They ebay mastercard only exists in north america http://www.mastercard.ebay.com/. As for its benefits, I doubt many people on this site would know much about it, but it is run by GE Money Bank and the current promotion is up to 10% of your ebay purchases back to a maximum of $25 (therefore you would need to spend $250).
