Do banks do a cheque guarantee card without it being a debit card?

Not sure if this is in the right place but my 88 year old MIL has had her bank cards used by some low life to the value of £2000 and still counting. She only ever uses them as cheque guarantee cards and even then prefers to use cash.

I know the banks used to do these cards - but before I suggest she asks for one (she has got herself in a terrible tiswas about this whole affair) do the banks still do such a card - she is with Skipton and with Midland. This is the 2nd time this has happened to her and she is having sleepless nights as she hadn't missed the cards until Midland got in touch with her to ask about unusual transactions.

Think she has been more annoyed at police and bank who have insisted she be accompanied by someone as she has been interviewed - she cannot see that it is for her own safety and thinks they are treating her as a forgetful old lady who is not to be trusted!!!!!
