I recall Steve Balmer (Microsoft CEO) saying the biggest threat to Vista was.....

Yup - you guessed it - XP !

It does what it says on the proverbial tin and therefore why would anyone move away from it?

He's buying a new computer, so he's going to have to buy a version of Windows anyway (lets not bring Linux or Apple into this, please!). Given that XP isn't for sale any more and that Vista and 7 are the same price.

Think of it as a new car purchase, you're going to buy, say, a Mondeo, and you are offered a choice of either the current generation Mondeo for £12,000 or for the same price Ford will loan you the current generation Mondeo and then give you the new facelift model with very slightly better miles per gallon when it comes out in October, or for the same price you could have a perfectly serviceable Mk1 Mondeo that will do the job just as well but is much easier to steal. Which would you choose?

OEM copy, can only be purchased with new hardware and is tied to that hardware for life.

It's the same price as Win7 Home OEM is likely to be, possibly more given that Win7 Home retail is only 70 quid right now.
