Cheapest landline with incoming calls only

Does anyone know what is the cheapest option for a landline setup as incoming calls only? My sister who is pregnant and on her own needs a landline but doesn't want the worry of running up huge bills so wants it incoming calls only. She has a phone line but it is not connected to any provider. Has anyone else looked into this as I don't even know all the names of the companies that provide a landline rental. I know BT, TalkTalk, Sky and The Utility Warehouse do but I'm sure there's more I just can't remember who and The Utility Warehouse's website is currently down so I can't compare their price anyway and she's not overly keen on Sky (long story not worth going into) so that only leaves BT and TalkTalk to compare. Unfortunately Martin's landline phone article doesn't go list landline rental companies, only the call providers and doesn't discuss having incoming calls only.

AFAIK, only BT specifically allows incoming calls only.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Cheapest Line Rental at present is £9.75p a month MAAF a BT Company.
You cant bar incoming calls,but as long as she phones 01/02/03 numbers at evening and weekends they are free.

Unfortunately she isn't that disciplined when it comes to phone calls - hence the need for it to be incoming only that way she can be sure to keep track of her outgoings. Thanks so much for taking the time to reply though, appreciate it!!! And I'm sure the info will be useful to someone. te0

It's be a bit odd to fit one to stop the line 'owner' from making calls (they're usually used to stop teenagers doing so) but you may consider a Commtel Phone Guard to prevent outgoing calls.
In the circumstances you describe, I suppose you could hold the keys and be the only person who knows the PIN.

As I don't live near her and not sure when I'll see her next it probably isn't practical as she needs one urgently at the moment being pregnant and on her own and not close to any friends. Great idea though and really handy to know about as useful for kids as you say and also does mean that in future if that's what she wants she can still go for the cheapest landline deal, so thanks!0
