    Don't worry about this. It is a CPU throttling mechanism such as Intel Speedstep or EIST to conserve power. When your laptop is relatively idle, the machine will automatically reduce the cpu speed. As soon as you do something intensive, the speed will increase to its maximum.

    If you wish to disable this (I wouldn't bother personally) it is a bios setting.

    In other words, to get a proper reading from the system you may need to give it something stressful to do while you check.

    Thanks....The data is showing full speed now with the full 2gb of new ram and starting up is no longer an issue...I have no idea why it was not working but is now.

    Possibly you didn't have one of the RAM chips fully seated. They need a fair bit of pressure sometimes to seat down fully.
    No free lunch, and no free laptop ;)
