Further to my suggestion of saving your Annual bills in a separate account.
TV Licence = 12 (Annual is 11.64 a month)
Clothing - 20
road tax - 6
car insurance - 24
car maintenance - ? need something here
build insurance - 5
contents insurance - 5
Holiday - ?
Emergency fund - ? need something here
Total £72.
So set up a standing order to pay this monthly into a (easy access) savings account.
You have to know when the annual bills are due as you need to build this savings amount up ready for the first bill or emergency.
Does this sound possible for you?

By the way have you dug out the APR's on c/c etc.
