Please Help.
Hi,
Ok so here is my situation. On 23/07/08 a PCN was issued against my car. The ticket was not placed on my car nor handed to me and I was never aware of it until much later. The ticket was issued by Camden Council by a civil enforcement officer for parking beyond my pay and display. If so I may have only 2min late but no longer have the ticket to prove this.
Anyway.... I moved address two and half weeks after the PCN had been issued and updated my DVLA doc's as required. Then in February this year while living at my new address I found my car had been clamped and had to pay £260 to have it released. All corresponds by Camden and the Bailiffs had been sent to my previous address.
I have written to Camden Council a number of times now explaining that I was never aware that a ticket had been issued and the first that I knew a ticket was due was when my car was clamped! They don’t even have a photo of my car.
I have threatened to take them to the small claims court to which they responded...
"The statutory appeal period for contesting this PCN has expired and it is no longer possible for you to continue to dispute this matter under the statutory process.
It is your prerogative to seek legal advice if you wish to and pursue this through the courts".
Should I take this any further?

You need to contact Northampton TEC and get the correct forms to make an 'Out of Time Statutory Declaration.
Both the Council and the bailiff could have told you this.
