Student loan/ arts council loan

Hiya all,
My elder son wants to get a loan to purchase a new guitar. So off he goes to the music shop and picks the 1 he wants but gets turned down as he has no credit history.
He tells me that if he gets a experian report they will point him in the right direction to get the loan. I may be vague on all the details as he is sorting this out himself, my question is......is this the correct procedure to get the loan approved. Its a loan at the shop he does not know who its with, possably the arts council.
I hope this is the right place to post this question, if not where should I ask.

Whats wrong with saving for the guitar?
The only way he is going to get better credit rating is to spend money (credit card, bills, mobile phone contract).0 -

I told you, he needs better credit rating. Thats why he was declined, getting his report won't do anything because the fact is, he has no credit rating, so what good would getting the report do?0
