0% Credit Card with little or no credit history

I would really like a 0% credit card so that I can buy a cheapish second-hand car (2000 max) and pay it off quickly. However my chances aren’t that good. The only form of credit I have is my mobile phone which I have had for 6 months. I also have a BT line (does this count as credit?). I was turned down by Capital One in November. Have any of you had luck getting a good credit card with little credit history? (Without having been associated with someone who has a good credit history) and with whom?

Slightly Off-topic, but you dont need a credit card to buy a car as most dealers, and certainly private sellers, wont take this form of payment0
