Man wont repair my washing machine unless...

Someone from Hoover arrived today about to repair my washing machine, however, he said he cannot park the car in my area without a permit, otherwise the car may get clamped. And it was up to me to get the permit from the council for him to park his car.
Is this true?
I have never come across this problem before when asking for repair work to be done

In my area cars arent clamped but they do get a ticket. Normally trades people get a tradesman permit or you give them a daily scratch card which you get free from my council. This only applies in streets close to town centre in my area approximately 1 mile fro town center it might be different in your area. See local council web site0

If your area requires a permit in order to park then it's up to you to provide that permit to anyone visiting you, whether they be friends or traders and repairmen. There's nothing unusual about that.0
