Capital One PPI Via Axa

As I have been taken ill just lately and am waiting for a Operation later in the year rendering me unable to work I thought I would claim the PPI with Cap One that I have been paying over the years at £1.25 a month.

All was going well over the phone until the part about my National Insurance payments being up to date ??????? being Self Employed and not having a good time the last six months they are behind being on benefits now I am not in a position to pay the arrears.

My question is : what the hell has being behind with Ni got to do with my claim on an insurance policy that is non government related, I asked this on the phone but was told its in Axa's ( who is covering the PPi) terms and conditions.now

Is this just another cop out to repay PPi premiums .Can any one help.
