You can only go to Judicial Review on a point of law - its not an appeal if you think the decision is wrong.
If Shelter are willing to take on the case they will use their own solicitors and use the CLS contract for the funding (like legal aid). They won't take on any case that doesn't have merit though as they won't be funded for it.
The best place to start with finding a deposit and rent in advance is the local authority - if they don't run a scheme they may be able to point you in the right direction.
At least they've got somewhere to go now so hopefully things will work out ok. Thanks for letting us know the outcome!~A mind is a terrible thing to waste on housework~0 -
Final update (I hope) they got the grant all they are needing now is the council and the delivery men to agree if they can get their stuff back from storage ........................and tomorrow they move in:D

I know this sounds heartless and cruel (especially for the children) but do people like this really deserve help if they are not going to learn? I think they do. The children don't have control over the situation anyway, and some people are not as able or capable of handling their affairs. There might be other issues involved which are only known to the family.
