Fair price for hot water

I work on a large out of town campus, and when it comes to catering we are a captive audience.

Until this week we had free tea and coffee from machines, as well as an onsite shop where we could buy American coffees.

Now the catering company has put a notice on the machines saying they will be replaced next week and the new machines will charge 25p-35p for drinks, and 10p for hot water.

This seems excessive, considering how little electricity would be used, but are there any rules or guidelines?

You have to factor in machine, cost of cup, water and possibly even rent for the space for the machine, 10p doesnt seem unreasonable to me for water and the tea and coffee is still below what you normally pay for vending machines prices if they wanted to rip you off they certainly charge a lot more

They can charge what they like. If you don't want to pay them, go somewhere else or make alternative arrangements as others have suggested.
