Tracking fule consumption?

I know there is a board for this sort of question but just wanted to ask here too.
Doe anybody use an owl device or a plug in device to track the amount of fuel they use? Are they any good and does leaving things on standby eat up electricity?
My OH says it makes no difference but economy is not his strong point!:eek:
