Ebay purchase - disgraceful condition

Bought a jacket on ebay that is in such poor condition that I would not even send to the charity shop. Seller will only refund if I return at my expense. Offering to do a partial refund and I keep the item but it honestly is only fit to put in the bin. They are on about being out of pocket but they should not have sold.

What is likely to happen if I open a dispute and should I do it with ebay or paypal.

If you open a paypal dispute as 'goods not as described' you will have to return the jacket before a refund will happen

Not fair but you will need to return by trackable means so may cost you more to send back than take partial refund.

As the others have said you can leave appropriate feedback as well

As others have said return by trackable means. If you could wash it and make it "wearable" then accept a partial refund.
