foreign currency transactions

I have just bought something from the US on ebay for $23.50 via paypal usng a debt card. In the past, it has always shown the amount in pounds in paypal but doesn't this time. I went into the help section which shows

  • If PayPal performs your currency conversion, we will disclose the conversion rate to you at the time of the transaction
  • If you choose the credit card association currency conversion, your card issuer will determine the foreign exchange rate to apply to the transaction. You will not be informed of the foreign exchange rate or any additional foreign exchange fees applied until you are billed by your card issuer
There was no choice when paying of which opton to select. Is there somewhere you can choose which one you want? Too late for me now, I'll probably have a transaction fee to pay but it would be useful to know for future reference.
