Not familiar with what the minimum payments would be with other cards - and no couldn't afford 4%. 2% would match the payments we are making now

Unfortunately, this limits his options.

Apart from MBNA, the market-leader, in this respect, is Halifax.
13 months at 0% is currently available to new customers on balance transfers made in the first 90 days. There's a 3% BT fee.
IME and from feedback here, credit limits are generous and the minimum monthly payment is just 1% of the balance shifted

Egg requires a minimum payment of 2% of the balance shifted and you may get a BT offer on his existing account.

Barclaycard (formerly Morgan Stanley) asks for 2.25%. You can transfer up to £5000 (or 90% of your credit limit, whichever is lower.)
The £5000 maximum excludes the 2.5% handling fees.
