Word 2000 Web Graphics Question

I recently reformatted my hard drive and reinstalled WinXP immediately getting it upgraded to WinXP service pack 2.
I use Windows 2000 to create and update my website.
Problem is, like before when my pc seized up, web page preview has stopped working on it and when I look at my website externally on the internet, none of the graphics work either - they show but don't move animatedly.
I know there are other web building options out there but mine has become complex involving both files and folders.
I have tried disabling features not supported by explorer.
Am I missing a graphics program needed to work behind the scenes?
Shockwave, Java (I think) and Flash are all installed on my system.
Not even the graphics showing in my signature or the smilies columns are working. They show but don't move.
