Payment Break Plan - Monument

After falling on hard times a few years ago, we have been on payment plans with our credit cards to clear our outstanding debts.
But I have just discovered that my wifes Monument CC has been charging her a Payment Break Plan of £14.92 pm even though they have agreed to her paying £5 pm to clear the debt.
Hence her debt is still growig by £9.92 pm even though the interest has been frozen.
Is this normal for a CC card to charge for a payment break as all our other creditors dont seem to.
