The guy denied it bit your dog? That is just wrong. He should have apologized or something, or at least made a poor excuse, even though that is pathetic.

yes! he wasnt far away either, its a really little park. He denied it and then legged it like you wouldn't believe, which says a lot...

But he didn't urge or encourage the dog to attack? Not by the sound of it. Just sounds like the dog attacked the other dog and the owner run away. The Dogs Act just means you have to get a court order to have a dog muzzled.
