Please note that this is ebay.com, so does not affect any of us who list on ebay.uk. (yet)

Some interesting little bits:
Go global! International selling is easier than ever:
Unpaid items: Streamlined process cuts time in half. If a buyer doesn't pay, you can open an "unpaid item" case through the eBay Resolution Center. Changes to this process, coming in September, will make it faster and more efficient to get resolution—either getting paid, or getting your Final Value Fees refunded and your inventory "back on the shelf."
Time to resolution will essentially be cut in half—from as long as 60 days to about 30 days—mainly as a result of reducing the emails and "back-and-forth steps. You can choose to start the process as early as 4 days after the item ends, and have it close as soon as 8 days after the item ends.

Some interesting little bits:
Go global! International selling is easier than ever:
- Only transactions with U.S. buyers will count toward meeting DSR standards for selling on eBay.com, including qualifying as a PowerSeller or Top-rated seller.
- You'll also have more control over where you want to ship. You'll have the same ship-to choices you have now, plus you'll be able to specify countries you do not want to ship to. For example you can indicate you ship to Europe, but specifically exclude Russia and Italy.

New Seller Dashboard:
- Get a snapshot of your current 1s and 2s now, updated monthly, from a link at the top of your Seller Dashboard.
- In October, you'll be able to track your 1s and 2s on a daily basis in your Seller Dashboard and get insights about the specific business practices contributing to low DSRs.

So why do they get the good changes that help sellers and we get all the stuff that just makes it harder and harder?0

There is some nasty stuff hidden in there though. For instance if any unique buyer leaves a 1 or 2 * in any category that will be treated as a strike and used for the seller non performance suspensions. Large sellers won't of course struggle with that as their overall star details will wipe out a small percentage of buyers who leave 1 or 2*, a small seller though, even if the strike level is set at say 5% could be suspended if one buyer left one 2* rating in any category.
My overall stars show 4.8 or 4.9 across all categories yet my expanded dashboard shows that I have bene left two lots of 1 or 2 * ratings in the past 30 days, so buyer do leave low stars sometimes fo rsome reason.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Just received an email regarding the new changes in my email account.0

Seems they are changing the rules for the sellers, but not changing who can join ebay- so a new buyer could be someone who does not read the "rule book" (and lets face it, with a rule book as big as ebay, who will!) so new buyers are risky!
What if a buyer gets mixed up and rates 1 star as oppose to 5 as they see it as a failure rating? (as happened to me) what happens if I buyer decided they are fed up with Royal Mails strikes and rates 1 star (as what happened to my friend) and then writes something along the lines of- "terrible postage, but it wasn't the sellers fault!"
Do ebay have any changes on buyers leaving unfair feedback?
Nope!
Do ebay have any changes on who can join ebay?
Nope!
Guess I will continue not to sell on ebay (result of fear dread, and past experiences!)0 -
I think the ratings is better than actual feedback. As you can sell 100 items and get one negative feedback and thats what people look at. But with ratings 1 person giving you low feedback makes little difference and so if you upset someone then they don't make so much an impact.0

Being introduced in September
http://pages.ebay.com/sell/July2009Update/Overview/
Including- Emphasis on numbers of 1 and 2 stars rather than averages
- Top rated sellers - quality rather than quantity (anyone with 100+ transactions/year)
- Simpler and quicker NPB claims
- Auction listing going towards the top as they near the end
