I have been refused a Morgan Stanley card, as I have a poor credit history even though I am debt free .
I have a Barclaycard but want to get a cashback card, can someone tell me when which card I can apply for that will start to build a credit history?

The Barclaycard will help to build your history as long as you keep paying on time and are not near your credit limit.
As for other cashback cards - I have a lot of credit history and have been refused for Egg Money. I would maybe suggest the Conrad/Conran card from MBNA for you. Not sure how tough their criteria is though. I would wait two months and then apply again.0
