Parking Ticket Help!

Last week my partner received a parking ticket.
Basically, she was shopping in Leeds City Centre with our 3 month old daughter. She had paid for upto 3 hours parking in a council car park.
As she was on her way back to the car, the baby decided to have a big "number 2" and the nappy leaked and it literally was everywhere! My partner had to rush into the nearest shop and change her.
My partner then rushed back to the car to find a parking inspector in the process of issuing a ticket, my partner explained what had happened and the parking inspector said "because the ticket is already in the system I have to issue it now", my partner said to him "I am only a few minutes late, you can see the stains etc", parking inspector "8 minutes late..."
The parking inspector then advised my partner that he had put a note on the system about the dirty nappy emergency and that she should not pay the fine, but appeal against it. He actually agreed that she should not have to pay it, but he couldn't not issue it as he had already started to process it.
My partner appealed against it and emailed LCC, she received her reply yesterday saying that she had no grounds for appeal and the ticket stands.
Is there anything that can be done about this?

Councils are well known to fob you off. Wait for the Notice to Owner and make Representations ie. appeal again. Mention that you spoke to the Enforcement Officer and ask for them to enclose his notes with their reply.
Then appeal to the Adjudicator.
