Partial refund for item not as described claim

I've had a claim for an item not as described and one of the options paypal is showing is to give a partial refund. It states the following:

"Partial refund offer



To offer a partial refund, enter the amount you are offering to the buyer below and click Calculate to determine the Net Refund Amount and the Fee Refunded. Click Process Refund to initiate the refund. How is my fee refund calculated?
The amount you enter for the partial refund will be checked against the amount the buyer requested. If the amounts match, the claim will be closed automatically. If the partial refund you offer is less than the buyer's request, or if the buyer did not specify an amount, the buyer will be asked to accept or refuse your refund offer.
The buyer will have 10 days to respond to your offer. If the buyer accepts it, the claim will close automatically. If the buyer refuses, PayPal will continue to investigate the complaint.

If the partial refund you offer is less than the buyer's request, or if the buyer did not specify an amount, your buyer has the option of accepting or refusing this partial refund offer. If the buyer refuses the refund and the complaint is resolved in the buyers favour, we may require the buyer to return the item to you. Please select the address which you would like the item to be sent"

I want to make an offer but does anyone know what paypal do if the buyer rejects the offer as if the buyer rejects the offer I want them to return it. I'm just a bit concerned where it says "we may require the buyer to return the item to you". I definitely want the item back as I still have the receipt for it and can return it to the store for a refund.
