How do I know if my electric metre is Imperial or Metric?

Hi
We have just received an electric bill from Scottish Power and it is showing that we have used £1795 in electricity from 1st December 2008 through till 19th July 2009.
This seems unbelievable due to the fact we live in a 1 bedroom flat with Economy 7 storage heaters which are rarely on.
The meter we have is a multirate single phase watt hour meter type 5196D at the moment until Scottish Power installs a prepayment meter as we are unable to pay off this bill.
I have heard that other customers have been overcharged in the past when their meters are metric and not imperial but I can't find online anything to tell me what units this meter measures electric in.
Any help would be appreciated as I can't believe I could have used this much electricity as I've never used this much anywhere I have lived in the past.

Sorry that applies for gas only, not electric. But that bill sounds very large. Are the start readings correct? Have you any balances being carried forward?0

If you have economy 7 then you will normally have two meter readings, one for day and one for the 7 hours at night. Have you checked that the two readings have not been transposed?. This could have happened at the current reading or at the previous reading.0
