Surely these are included in the outstanding balance?

Yes the arrears are included in the outstanding balance but it is not the level of the outstanding balance that will cause the debt to be passed to a DCA but the fact that the arrears are outstanding and accumulating as a result of my being unable to pay the monthly minimum payments.
I hope this clears it up for you
