electric boiler problems

I currently live on my own in a 2 bedroom, all electric flat, with a Fifas (230v 50hz 1 phase 9kw 39a) boiler and its costing me a fortune. I only stay in the flat 5 nights of the week and am very good at turning of lights, only using energy when i need it etc. However my bills are up to £200 a month. When the heating is on the light on the meter flashes as quickly as twice a second sometimes. I am on an economy 7 tariff and have had my meters changed and system checked a number of times and no-one can work out why it is so much. Does anyone have any ideas? 
I also want to get a new boiler, perhaps a combi one, my current one relies on a huge tank for hot water. Does anyone have any idea what kind i should be looking for?

Electric heating on a daytime tariff is the most expensive form of heating.
Your 'huge tank' is presumably a heat store which provides hot water for the radiators as well as hot water for taps.
This should obviously be heated during the night at Economy 7 rates and the boiler only used outside of those hours if necessary.
In fact it might be an idea to only heat that tank at off-peak rates and if it gets cool in the evening, use a fan heater. If you switch on the Fifas boiler at any other time it will use a huge amount of electricity at daytime rates to heat the tank and then it will not need to use cheap electricity to heat it up.
Getting a electrical Combi will increase your cost a great deal as you will use hardly any electricity at night rates.
Have you any idea of how many kWhs per year you use on night rate and day rate?0
