What contravenes code94

Can anyone help. I entered a controlled parking zone but due to circumstances never actually left the car. CCTV recorded my entry and exit times .I have received a PCN. Have I actually contravened as they say "Code94 Parked without displaying a valid ticket/permit?"

    Do you mean a CPZ or an off street pay and display car park. Code 94 is an off street code
    but due to circumstances never actually left the car. CCTV recorded my entry and exit times
    how long did you park for

    Just to be clear is this a council PCN or a private parking ticket/invoice
  • Thanks for replying. It was a controlled pay and display at a shopping precinct managed by a private firm. I was there 20 mins. I waited as I was deciding if I should shop but the weather was terrible - the heavens opened and I had a baby in the car.

    If it was issued by a pirate private firm then it couldn't be a genuine PCN - what does the ticket actually say, would it be 'Parking Charge Notice' by any chance?

    Anyway, as long as it's not council issued then you should just ignore it and the handful of nasty looking but meaningless and unenforceable demand letters you will probably get.
