I didn't think it was true. Otherwise companies would just look the database rather than ask us to bring in certificates of qualifciations. But I could well be wrong.

UCAS do not provide information about you to anyone other than the educational institutions you have put on your application. Their Privacy Statement says:
1.2 We will not sell, trade or rent your Personal Information to others. With your permission, we may send you information considered relevant to students, on behalf of carefully chosen, reputable and trustworthy third parties, for purposes outlined in 4.3 of the Terms and Conditions. We will follow the appropriate legal requirements to ensure that no third parties see your Personal Information save as set out in these terms and conditions.

I think this is a national database that has been in the planning for a couple of years now.

Every one will get a Unique Learner Number which will allow access to their exam results and professional qualifications that they have completed.

No other person will be able to access this info without your permission. You will be able to put your Learner Number on application forms and be able to prove you have the qualifications you say you have.

This could be very useful for both employers and employees the same. If you loose your certificates you won't have to try to remember which board you sat or pay an arm and a leg for a replacement as all the information will be in one place
