confused (NtO received, no PCN served)

Hiya,
I really hope someone can help me.
I received a "Notice to Owner" stating that a "Penalty Charge Notice" was not paid. I have never received a PCN on my car and on the day in question I have 2 other witnesses who can both confirm that there was no PNC.
I have now been charged an additional £30 for not paying the PCN in time but if I had received the PCN in the first place I would have paid it within the 2weeks.
I was unaware that I was illegally parked and I am very shocked to have received this letter.
To make matters worse I live in Scotland and the Scottish Parking appeals Service doesn’t have a website or anything that I can look at.
Can anyone advise me on where I stand and if I need to pay the now £60 or if I can appeal and only pay the £30 that I would have paid immediately if I had received the ticket?
