Budget Desktop any suggestions

My pal is looking for a new PC but has a limited budget, a general all round machine suitable for normal family use would be ideal.
Has anyone seen any good deals or any suggestions are to which retailers are best.
My friend is a total technophobe and will go on my recommendation which is a heck of a responsibility so all help gratefully received.
Probably looking at a budget of about £300-£400
