i haven't received my item

I bought a mobile from ebay on the 10th July and was sent a message on the 13th July with a tracking number for the item which was sent recorded delivery. I still haven't received the phone and have tried to contact the seller as I noticed that there was negative feedback left from a buyer who was buying the same item as me but the seller offered me a second chance offer on the same day the item finished as he said the other buyer didn't want it anymore. The other buyer said that he tried contacting the seller about the item and he was just told he sold it to someone else as he didn't hear from him straight after the auction finished.
I also contacted my local sorting office and they have said they have no record of the phone coming through the sorting office and the tracking number still comes up on the computer as not delivered yet. As I said before I have tried contacting the seller but have had no reply so what do I do next?
Any advice would be greatly appreciated, Thanks

Open a paypal dispute. Give the seller a couple of days to respond then escalate

Actually reading your post again I would escalate immediatly as you cant get hold of seller

Exactly as cyberbob says, get a full paypal chargeback open now.

Two questions though, firstly was the second chance offer done officially via ebay, ie does it show as a purrchase on your 'won' page. Secondly does the tracking number show that item has been handed over to the post office.

Thanks for your replies. Yeah the second chance offer was done through ebay so does show on my won page and regarding the delivery it just says in the online tracker that item will only be displayed when they have been signed for and my local sorting says that it isn't on their computer so it hasn't came through their office.

I will take your advice and open a dispute straight away thanks for your help
