Replacing garden wall

As some one has said how are they fixing the fence onto a solid concrete foundation?
Are they completely digging it up so your back th the soil or some how fixing the posts on top of the walls foundations?

From what I understand from what the builder told me (and I maybe wrong) he will dig it up, ( but not completely?), and place the new fence inside of where the old one was, thus reducing the garden a bit.
