Strange parking ticket.

Hi all I am new to this board. I received a letter from South Wales Police in the post yesterday stating that I had been seen parked on a road between 16:34 and 16:38 (4 minutes!) on 31st May.
I usually never park where I am not supposed to and although I can't actually remember that day. I am sure there were no signs where I parked and if there were, I would have read them.
In the letter it states that I have failed to pay a fee of £30. I didn't have a parking ticket attached to my car and this letter is the first i have heard of it.
Has anybody got any advice on what I could do?

Its a blue letter with the police logo.
It actually says,
"On 31/05/09 a vehicle registration number ******** was seen at Friars Road Barry between 16:34 and 16:38 in circumstances which gave cause to believe that the offence of class of vehicle not permitted to park at bay was being committed. A notice no. N7515877 was issued for the vehicle giving the driver 28 days in which to pay a fixed penalty or to request that the offence be dealt with by a court".
Then it goes on to say that the fixed penalty of £30 has not been paid and no request for court hearing has been received......0 -
I think we need to see more text from this letter. I believe the Driver may be liable but it seems as though the police do not know who that was.0

What do you mean when you say the police don't know who that was? What I also don't understand is the fact that there wasn't a ticket on my car, and I haven't recieved anything apart from this letter although in this letter they are saying that it has not yet been paid so they are under the impression that I have already received some notification of this. Would I be within my rights to ask for copies of any letters or parking tickets?0 -
Some areas can now issue tickets off CCTV & in that case, you would not get one but I'm wondring about the possibility of a wrongly ascribed or cloned reg plate?
You would certainly be within your rights to request copies of the patroller's or operator's contemperanious notes.
Oh and was it the police directly, or the local camera/saftey partnership - It can often be difficult to tell between them, despite partnerships being an effectively civillian operation.0 -
I visited the site today where I had parked.
There were signs that had a blue P a a picture of a bus with dates from 1st may - july.
Across the road they had the same signs but also no parking signs. The road I was parked on also then went into a restricted parking zone, after the point at where I was parked.
I had no idea these signs meant that cars could not park there. There were no CCTV cameras but after staying in the area for a while and observing, there was a CCTV police van parked near by, which then kept driving around the area at regular intervals. This explains why there was no ticket.
Like I said in previous posts, I have recevied no prior notice that I had committed a parking offence even though the letter seems to suggest that I did. Would I be within my rights to ask for CCTV evidence and also a copy of the original fine letter which I don't even think exists?0
