Lowering kerbs

Wonder if anyone can help?
Where I live, we have a dropped kerb outside the house, which would make getting across the road in my wheelchair relatively easy, except for the fact that there is no dropped kerb the other side.
Currently, in order to get to the other side, I would have to cross three roads, and come back on myself, so the question is, who would I approach to ask about the kerb being dropped, and what is the likelihood of them doing it?
Plus, would they likely ask me to pay for this, or is it something the council would do, as in order to access public transport, I would have to get across the road.

I suspect you need to talk to your local councils high ways and by ways department.
Not sure if they would charge you. But I suspect they would send someone out to look at it.
Why not phone to to see who you need to talk to and then follow it up with letter with photos.
If they can do it would depend on where all the utilities run under that path. Which could be the reason why they have not done it before.
